Feeder.
By spacecowboy
Feeder is a free Android reader for RSS, Atom, and JSON Feed, maintained in the spacecowboy/Feeder repository since 2014. It stores the library on the device and does not require an account. The readme lists offline reading, notifications, and OPML import and export. The app is GPLv3, with Google Play, F-Droid, and GitHub releases.

The F7 Insight
Feeder treats the feed list as a private local library. That is a useful contrast with readers that start by asking for an account, and the green mark is part of the GPL project rather than a separate logo reservation.
