FreeOrion.
By FreeOrion Project
FreeOrion is a free, open-source turn-based space-empire game. It uses the classic explore, expand, exploit, and exterminate model and is inspired by Master of Orion without trying to remake that series. Scripting is there so the community can change mechanics and presentation. The project publishes Windows, macOS, and Linux builds.

The F7 Insight
The scripted galaxy is the part worth sitting with: new technologies and species can enter the same campaign without a closed content pipeline. For F7, it is a lesser-known 4X whose own logo is covered by the project's Creative Commons artwork grant.
