Unknown Horizons.

By The Unknown Horizons Developers

Unknown Horizons is a free 2D strategy game about growing a small settlement into a colony. Players collect taxes, supply goods, and use trade and diplomacy alongside the economy. The playable release is the legacy FIFE version; the newer Godot port has no playable build yet. Its own artwork, including the sailing-ship logo, is under CC BY-SA 3.0.

The F7 Insight

The interesting part is the colony ledger: maps, goods, and trade are data the player can reason about, while the sailing-ship mark is covered by the project's own CC BY-SA grant rather than a loose code license.
