Freedoom.
By Freedoom contributors
Freedoom is a free, original first-person shooter made as game data rather than an engine. Phase 1 is four nine-level episodes for Ultimate Doom mods, Phase 2 is a 32-level Doom II-compatible episode, and FreeDM is a 32-map deathmatch set. The project recommends Crispy Doom, the Eternity Engine, or GZDoom, and separately notes an Android package that bundles GZDoom. Its artwork is offered under the BSD terms in COPYING.adoc when the copyright notice and a Freedoom credit stay with the work.

The F7 Insight
Freedoom is worth the download because the art, levels, and sound are the actual game. The engine's old GPL never covered Doom's content, so this project is the piece a small team can study, ship, and credit without pretending the original game data became free.
